Offshore wind in Poland is in the process of an intensive development. Phase 1 of the Polish offshore projects are accounting for 5.9 GW has been contracted to international developers including Danish Ørsted. The bidding for the Phase 2 of the offshore projects is in progress. The capacity available for the second round is 12 GW and includes 11 locations on the Baltic Sea. The international developers and Polish developers submitted applications for the new locations. The decisions will be made in the beginning of 2023. The Polish Offshore Wind Association estimates that the future of offshore capacity will reach the level of at least 33GW. At the moment, phase III of new locations is under considerations. No decisions have been made yet.
A new turbine component factory of Vestas will be built in Szczecin in Poland by 2024. The new Vestas factory will assemble nacelles and hubs of the turbines. Port in Swinoujscie will be dedicated as installation terminal for these projects. The facility will supply manufactured components to both the Polish and foreign markets. The nacelle factory for the turbines of “15+” is expected to create 600-700 direct jobs, and will be completed in 2024.
Vestas will become preferred supplier to Baltic Power farm to be built by venture of two companies Polish PKN Orlen and Canadian Northland Power of the capacity 1.2 GW. The Baltic Power wind farm will use 76 turbines of 15 MW each. The partnership with Vestas includes the supply and installation of the turbines and the provision of full service for up to 15 years.
Day 1 in Szczecin starts at app. 09:00
- Meet regional authorities & investment possibilities
- Meet developers
(Szczecin is a dedicated place for a new turbine component factory of Vestas investments together with Swinoujscie harbour which will be the installation terminal for this projects).

Ørsted – in venture projects with PGE (Baltica 2 and Baltica 3) was awarded in I Phase of support scheme for Offshore wind in Poland for total capacity 2,55 GW. They are also bidding in II phase with project Baltica 1, and preparing for additional applications with new partner.
RWE – developer of F.E.W. Baltic II project 350 MW which is qualified for the first phase of offshore wind projects in Poland and is thus likely to be one of the first projects to go into the construction and subsequent operation phases. They have also submitted applications for II phase of support scheme for OWF for several localizations with approx. capacity over 7 GW.
Ocean Winds (OW) – developer of BC-Wind project 399 MW which is qualified for the first phase of offshore wind projects in Poland, which COD is forecasted in 2027. They have also submitted applications for several new localizations in II phase of the aid.
Polenergia – in partnership with Equinor they were awarded in I phase of subsidy for Baltyk II OWF and Baltyk III OWF; which secured them 1,4 GW, and COD of first project is 2027. They are also bidding in II phase with project Baltyk I -1,56 GW.

For the ORLEN Group offshore wind energy is among the focus areas of its ORLEN2030 strategy, targeting PLN 47 billion of capital expenditure on advanced low- and zero-carbon generation assets. Following the integration of several entities engaged in offshore wind projects within the ORLEN Group, ORLEN Neptun I has gained capabilities to pursue projects within all the 11 available licence areas, with over 10 GW of estimated aggregate capacity. The ORLEN Group is building up experience in the offshore energy sector through its company Baltic Power, involved in a project to develop a wind farm in the Baltic Sea with a capacity of up to 1.2 GW. The project is scheduled to come on stream in 2026).
